I don't understand why I am making the moves when HE likes ME?

Hey , so it's obviously shy and thinks if he makes the wrong move that you might just forget about him ! Tell Him about this ask him why ? Tell him if he likes you then come to you , make you happy , explain that . . tell him that he should be open to you and not shy tell him , you feel uncomfortable making the move ..
