Shy guy interested or no? Would love shy guys opinions too please!?

Run into this REALLY SHY guy quite often at our kids school. We have always smiled, said a few words in passing, he would glance at me, etc. I introduced myself one day and we have been chatting ever since. Gave him my number and it took him almost 2 months to use it, but he finally did. I gave him some tickets to a basketball game for him and his son and he called me to thank me, etc. and left me his number to call. Well I called him back the next day and then he never responded. Saw him about a week after that and he was hanging around to chat. So we chatted again, etc. Everyone tells me how timid and sweet this guy is, but they also say that if I want this to go anywhere, I am for sure going to have to initiate everything....heck, we were surprised he even called! When we talk, you can tell he is nervous....can't even look me in the eyes for too long, it's like a glance and then he looks off in la-la land. He always holds the door for me, makes sure he acknowledges me and makes little gestures that one would think he is interested. Well the next time I saw him, we were having a nice conversation (he always remembers little details of what I tell him and gives me very detailed information about himself as well). I asked him if he would like to get together sometime to get to know each other better. He said yes and that we could meet up for a drink. He then said he would call or for me to call him when I have a day in mind. I waited a little under a week and called him suggesting a day. Left a voicemail for him to give me a buzz back and let me know if that day works for him or if he has another in mind. Well, couple days later....still no call back???? I am very confused! Any advice would be appreciated.
